Is it proper for a horse show judge to make comments to the competitors in the line-up?

At a recent "A" rated show, after the class, the judge walked down the line, making comments to the exhibitors. If she didn't speak to you, it was clear you did not pin. She gushed over the rides of her favorites, and at one point said to a young teenager "I guess you haven't figured out how to use that bit", and to another young rider who hadn't braided "nice of you to get up before breakfast". Is this proper?? It seems very unprofessional to me, and this judge works at a national level in breed shows.
